1999 Ford F-150 Startup problem

At first it was a warm start problem, but now it's cold start also. When you go to start the truck it turns over more than it should before starting. It sometimes does a spit sputter thing then will run. Now as for once it starts, it's fine runs great. Now if you start it like within a few mins of shutting it off, then it fires right back up no problem. Had it to a guy and he replaced the throttle position sensor, and it has new plugs and coil packs. The guy tested the fuel pump and everything checks out, so this is puzzling please help.

Recheck the fuel pump and check for fuel pressure drop off. It sounds like the pump is losing its prime and taking a few seconds to rebuild pressure. NOTE: The pump may be producing the correct pressure but losing it once the key is off.
