Tahoe won't always kick over

Car will not always start. I usually pump the gas pedal while trying to start it sometimes this works but after many tries. Other times it will not kick over until I let it sit for a while after trying to start it

Pumping the throttle on a fuel injected car does absolutely nothing but exercise your foot.
You're going to have to get a fuel pressure gauge and test the fuel pressure at the specific time that you are having a problem. This engine requires a MINIMUM of 55PSI at all times.

Could it be wires getting wet or getting moisture?

Could be hundreds of things but you have to start with the most common issues.
