HOW DIFFICULT WOULD IT BE TO REPLACE MY POWER STEERING HOSES/PUMP?

I drive a 1999 Chevy Malibu. My power steering went out, and I've been told that both hoses and the pump need replaced. Unfortunately, I don't have the $600 it will cost to have the mechanic do it.

Is this something that would be at all feasible for me to do myself? I don't have a ton of car repair experience, although I did replace my radiator hoses last year. I don't know if this is something that will require any specialized tools, or whether it can be done with the basic set (screwdrivers, pliers, etc) that I could bum off a friend.

I think you would be setting yourself up for more damage than you already have now. Most of that cost is parts so you wouldn't be saving much anyway.
