I got an issue with my car montero sport 98 currently is not starting, already check battery charge = ok, fuses =ok, gasoline =ok

Yesterday there was a sound at the moment I was starting the engine it was like a stuck relay or stuck distributor ( stuck metal contact which sends electrical current to generate sparks into engine ) a couple of times later it sound like low battery.

At this moment even with battery charged I do the ignition and just sometimes sounds clack but nothing happens

I need to know how to troubleshoot ignition / starter and find out if its a minor issue which can be easily fixed
