LS 400-WHINING NOISE EVERYTIME I TURN THE STEERING WHEEL

I just inherited a 1998 Lexus LS 400 with approx: 128.458 miles on it. I knew from first driving the car I needed brakes and possibly new rotors, it vibrates pretty bad when braking. Just recently it started making a loud, deep whining noise when I turn the steering wheel. I don't have much history on the car as far as maintenance. But my father wasn't great when it came taking care of cars, so that gives you an idea. The engine runs strong and transmissions seems ok. Any ideas on what it could be? Just trying to figure whether to sell it or keep it. Thanks

The first thing I would do is check and see if the power steering fluid is low.
