I have no heat, thermostat goes to high when I stop or slow down, replaced thermostat twice, flushed heater core and radiator several times, still no heat. It does get a little warm when I go under 20 mph, what could be the problem?

AFTER LOOKING AT THIS AGAIN

MAYBE THERE IS AN AIR POCKET IN YOUR SYSTEM. CHECK YOUR RADIATOR LEVEL AGAIN, AFTER ITS BEEN RUN

I HAVE SEEN PEOPLE "GET THE FRONT END UP HIGHER" TO LOSE THE AIR, WHILE IT'S RUNNING

OR WHEN IS COLD, LOOSEN A HEATER HOSE AND RUN IT FOR A FEW SECONDS TO MAYBE "BURP" IT OUT. WATCH OUT FOR THOSE PESKY MOVING PARTS. BE CAREFUL!
