1998 FORD EXPLORER STARTING PROBLEMS

I have a 98 ford explorer im a mechanic and it clicks one time when you try to crank it, brand new battery brand new starter, all relays are good all fuses are good, im gettin 12v down to starter when I try to crank, everything, need help!~!

I would take a voltage drop reading between the battery positive and the starter terminal.

First ive heard of this. How would I do this? Ive took to hot wore off starter, im getting plenty power. And if I jump the solenoid it cranks. It does the common ford one click when you try to crank
