Does the driver seat heater work? Have you checked fuses?

Usually it's the element in the seat broken connection right where it is soldered/crimped together. There may be a small burn mark at the location. This requires taking cover off seat. You can test it for resistance/continuity at the plug. Or try switching relays from seat to seat to see if the relay is bad? Should be up under front.
Also I think seat belt has to be fastened for it to work. There is also a thermistor that can go bad it should be located in element circuit.
