I am swapping from a d16y7 to a jdm d15b. The d15 has a different size crank that the d16 so therefor I cannot swap the harmonic balencer and because of the I cannot put in my crankshaft position sensor or my crank pulley. What do I do?

Use the original balancer. Why are you changing it?

If you are running a D15B you will need to run an OBD1 ecu chipped with a JDM D15B map. Your engine will run like crap with a D16Y7 ECU in it. When you convert to OBD1, the ECU no longer looks for the crank flux speed sensor, so you can leave it un-plugged.
