97 Honda Civic ex tachometer acting irradictly when stoped

I have a 97 honda civic ex and when stopped at a light the tachometer bounces up and down, and sometimes I have little power when the light turns green or my turn to go. Oh and the car feels like it wants to move forward when the rpms get close to 1000 revs.

The idling control system is not working correctly and one of the possible cause is lack of coolant which would affect the Idle Air Control valve operations.

The lack of response could be anything from bad spark plugs to engine out of tune.

When rpm increases, the vehicle would want to move forward so that is normal, you need to get the erratic idling resolved first.
