Car not warming up in winter

I drive a 1997 Honda Accord v6 that is in good shape and has 90K miles. I have been having a problem with the car warming up enough to put the heat on this winter, and the problem began shortly after taking the car into a Jiffy Lube for an oil change (during which they also changed/added many other fluids to the engine). The issue is that the temperature gauge in the car will signal that the car is starting to warm up, but then once the gauge indicates that the car is "warm" it will then go back down to the "cold" setting, and will often constantly fluctuate between warm and cold during the same drive. This is especially problematic when driving on the highway, when the temperature gauge indicates that the car isn't even warming up in the first place, even after driving on the highway for 30 minutes. Finally, I have no reason to believe that I have a faulty temperature gauge. Thanks for the help!
