97 Ford Taurus, the pulley assembly on A/C compressor gets steaming hot when I go down to the corner store?

From inside of car you can hear a ticking noise, one day I saw smoke coming from under the hood, so I checked it out, the smoke seem to be coming from the compressor area, so I spit on the pulley of the A/C compressor and it sizzled. Its been like that for a week, I tried everything, like switching the A/C off and on, thinking maybe the clutch might be stuck, but no luck. I turned the A/C on today, then looked at the pulley, it turns normal but the clutch seems to be engaging and disengaging as the car runs. I turned it off, the A/C, and it still did the same thing, do you have an ideal?
