1996 GMC Jimmy 4.3 V6

In winter, Truck engine warms up, but, as soon as it reaches thermostat set point 195 F, it opens, then runs cold cycling between ~ 100 - 120 F as viewed on dashboard analog indicator. Have replaced thermostat 2X, flushed heater core [desperation], but, temperature of engine never increases. Causing low mpg, cold rides and frustration. Coolent levels appear to be OK, topped off coolant Resvor. Could there be some sort of an obstruction in cylinder block or flow baffle deteriotation where coolant by theromstat sees the heat, but water pump to heater and temperator element see the lower temperatures?
