CAN I REPLACE THE POWER STEERING PULLEY MYSELF OR DOES IT HAVE TO BE PRESSED ON?

Pulley has chip missing from side, 3 belts broke in 5 months, no other wear, just mostly straight tear. Assuming from chip in pulley
