1996 Dodge Intrepid Cruise Control Quite Fuse And Cruise Lites On Dash

My cruise control has quite. The fuse is OK & the "Cruise" lites up on the dash. What's the canister for under the battery box, that has two vacuum lines running to it from the control servo? Is it needed? It rattles inside when I shake it.
