1996 Lumina won't start and it smells like it is flooding

Use a gage and check fuel pressure. Not only check for correct pressure, check that the pressure doesn't drop like a rock, with everything turned off. Any applicable trouble codes?

Check that the plug gaps are OK, if unsure fit new plugs, also make sure spark is OK.
