THE CAR STARTS

The car starts. When you accelerate and reach 25MPH the car refuses to go any higher and stall out or quits running. If the car has a fuel regulator where would it be located and could it cause the problem?
I also know that it is getting a certain amount of fuel or it wouldn't start at all.
What is the required fuel pressure that the motor needs to sustain running constant?
Finally is there any other situations that could cause the problem?
