CAR WON'T START, WON'T TURN OVER

On a 1995 Lincoln Mark VIII, I turn the key all the way to start the car and nothing happens, not even a clicking sound. All electrical is still working normal, since a brand new battery was installed 2 months ago. The starter seems fine, with no unusual starting sounds or stalls when working, and sometimes I've noticed a strange clicking sound from under the left side of the dash. After towing the car to a repair station it starts right up, then continues to not start with the same problem. ( I don't want to be stranded again). I would appreciate your opinion on this matter, and Thank You for your time.

Wiring
Shop should run a test on it
