I parked my mustang last night car was running fine I woke up this morning went to start it heard the fuel pump kick on but as soon as I turn the key all the way over my number 13 maxi fuse (eec/powertrain controll module) keeps blowing I changed the fuel pump relay and still doing it I see no bare wires anywhere is there a way to bypass this or anything else I may be able to try or do?

You need to identify what is on that circuit and then go to each unit and disconnect them all and still see if the fuse blows. If it does, you have a wiring issue. If not, plug one at a time back in till the fuse blows and you have identified the failed area.
