WHY IS MY BRAKE PEDDLE SO STIFF BUT MY TRUCK DOESN'T STOP ON THE DIME?

My mastercylinder is full. I bled all for sides but I still don't have good braking even though my brake peddle is really tight. How can I fix it and where should I start?

Check brake booster (vacuum)
check rear brakes
check EGR valve is stuck open

Thanx BMRFIXIT. I tried to check the vaccum. By turning the truck off and pumped the brakes a few times then started it up with the brake peddle still pressed and it didn't drop at all. It stayed stiff even once I turned the truck back off.

When engine start it should drop if not bad booster or vaccum valve on it
check and replace as needed

I got under the truck and followed the brake line and found out it has rusted out. I only moved it a little bit and it caused a huge leak in the brake line.
