I have a 1995 Buick Lesabre where the brake pedal sometimes goes down quite a bit, and at others it does not go down far at all. If I pump it, it will work well. Neither the front pads or rear shoes are worn out and the reservoir is full. What can the problem be? Thank you.

Fluid is by passing the primary cup in the master cylinder, fit a new master cylinder.
