Why does my water reserve have pressure on it even whenmy car is cold?

I seem to be loosing waqte from some wher slowly so I keep a close eye on my reserve and it always has pressure when its stone cold. I had trouuble with thermastat and changed it twice last month. I put anew radiator on also. I made the mistake of ading lucas stop slip in transmission with out letting some out and sense then I am looseing oil, I have a bad lifter init and my heater doesnt work. My ex has been keeping it running but cant understand shy the pressure on the cap and one day its full of water and the next day it needs water. Sometimes I dont need water for a month. It always smells like its overheated when I drive it but its not my heater doesnt work either

Have the radiator cap pressure tested-start here
