What causes a speedometer needle to quickly drop (approx) 20 kph

The whole vehicle bucks, then speedo jumps back up to where it was? This only ever seems to happen when I'm going up a hill, and I give it more gas. The severity of the buck seems to be affected depending on how steep the hill is/how much further down I press the gas pedal. Seems like it could be a really rough downshift due to a bad speed sensor, or? Help please!

My first guess is a bad vehicle speed sensor.
