ODOMETER, SPEEDOMETER, 1991 Lumina DOES NOT WORK

MY SPEEDOMETER WAS PULSATING WHEN I WAS GOING AROUND 50 MPH. I CHECKED VOLTAGES AT DASH OK AND VOLTAGES AT THE ECM. FOUND OPEN WIRE 6 INCHES AWAY FROM SENSOR. I CHECKED FOR RESISTANCE FROM THE ECM. 460 OHMS OBSERVED AFTER I REPAIRED THE OPEN. THE COIL MEASURES 460 OHMS. AFTER I REPAIRED THE OPEN, I STILL HAVE THE PROBLEM, SPEEDOMETER & ODOMETER DOES NOT FUNCTION. It's a given that cruise control wont function.I CHECKED THE SPEED SENSOR OF ANOTHER 4T60 TRANSMISSION AND RESISTANCE OF 460 OHMS IS CORRECT. Is it possible that the ECM is the culprit? The speed sensor is an SC9.

That sounds correct. It may be the speedo itself.
