What causes are there for the distributor rotor.
1989 TOYOTA COROLLA
What causes are there for the distributor rotor not turning when I start the engine? Is it exclusively a timing belt problem or failure or are there other potential reasons?

There could be a problem internally with the shaft, a broken gear at the bottom of the distributor. You will need to remove it to check.
