In the end I had to have my head rebuilt. I am looking in the HAYES manual and seeing a torque spec of:

18 ft/lb
90deg
90deg
90deg

I have made it to step 2 and these bolts are really tight. Is there a ft/lb conversion to what the bolts should end up on. I an genuinely concerned of stripping out a bolt.

No, they are torque to yield bolts that can only be used one time. Make sure you are using new bolts only, if you are using old ones, they will break.
