BRAKES DON'T WORK AFTER STOPPING AND TURNING OFF 78 CORNICHE

I have a 78 rr corniche. When I first start the car, it takes 5 minutes for the brake indicator lights to go off and then the brakes will work.
But when I stop the car and turn off the ignition, the brake lights won't go off when I start the car again, and the brakes won't work.
There doesn't seem to be leakage from the hoses.
What could it be, ? The compressor?

Does pedal go to floor? Or is it hard? When working hold pressure on pedal does pedal slowly go to floor?
