Wont crank wont pop start(manual transmission)

My truck drove fine no problems. I drove it through some water on the county road and it died right I got out of the water. I tried to start it afterwards and it cranked over fine but wouldn't start. I tried to pop start it(manual transmission) and it still wouldn't start. I charged the battery back up and by then it was dried off. Tried to restart it and the starter bendex pops out but when it goes to turn it doesn't. I tried to roll it down the hill and pop start it and its like my tires are locking up and not turning the motor(I do live on gravel? Might not have the traction to start it). Took all the sparkplugs out and I still cant get it to turn over with the starter or by pop starting it. I've tried replacing the battery/cables/had the starter tested and they say its good. All good fresh connections. Any clue? Any idea how I can get this fixed? Much appreciated to any and all answers I get! Thank you!

Check to see if starter is getting the same power as battery it may be a relay not engaging. If the engine won't turn over then it won't start so try truning over by hand. However because you went scuba diving with the truck it's possible you have damged an electronic component and it still has water in it nor will not get it out.
