New battery and starter power getting to starter, when sitting in side turn key on to start hear a click down front right side under dash then it clicks again. I did notice that when the key is on the wipers do not work.

SEE IF THIS HELPS....OTHER THAN A BAD OR RUN DOWN BATTERY....MOST OF THE TIME, THIS IS THE PROBLEM
