My regal has an idling problem. When I start it it starts real loud and settles in the area of 1500-2500 RPMs. It will run idle this high for miles. It will goes as fast as 55 MPH. When it does this my car also shifts late and stalls. Can anyone give me a suggestion on where to begin with this problem.

First thing I would do is get the computer (OB2) scanned. This will make it easier to help in the diagnosis. Most auto part stores will do this for free. When you get the codes, write them down and let me know what they are. There are many problems that could create this symptom and without speculating for hours let's try this out first and I'll be happy to help you out in finding the problem.

Thanks look forward to your reply

These codes are related to the EVAP system. It basically prevents fuel vapors from leaking and going into the atmosphere. The codes say you have a leak and or a vacuum problem. Typically to diagnosis what the problem is you hook up a Evaporative Emissions System Tester and it introduces smoke into the EVAP system to determine where the leak is.
