Whining noise when I drive 40 mph or more.

Noise that whines when I go over 40 mph no steering deviation or vibration everything seems fine except for the whining noise. I noticed a oil stain on fender well. The power steering oil level is good but the oil smells burnt.

Disconnect your belt and start truck and see if it goes away if it does it's either the belt and tensioner or alternator/ps

As I stated before the whining starts at 40 mph and when slowing to stop, so taking the belt off won't work. Could this be a case where the steering pump is going out? Thanks for your reply.

I doubt it's the pump going out. It can make noise and last the life of the vehicle. If you put something like trans fluid in for power steering fluid that screws up the valve inside it. Try reving motor to about 2000 and see if noise comes in, if it's the pump it should or anything in the drive unit. Then you can disconnect belt that way and see if it stops if not then it's something else internally or trans.
