It is the same as the "CHECK ENGINE" light being. You need to have it scanned for codes. Also youcould be having a problem with the elctronic throttle module and the codes could be for that. You need to take it in to Volvo or a shop that has the proper equipement to communicate with the electronic throttle module as well to check it for codes. If you do have codes for a throttle problem call Volvo and find out if yours is still covered by the 10 year / 200k mile extened warranty? By the year of your car you are either close to expiring or it already has?
