1997 Volvo 850 Coolant Temp Sensor

Would a fualty Coolant Temp sensor prevent the radiator relay from engage the elec fan when the car overheats? I replace the thermostat, flushed the radiator, new water pump and the engine overheats - the fan does not engage. I bypassed the CTP by grounding the relay - to engage the fan and now the car does not overheat. Probability that it is the CTS??? or is it something more sinister??
