I have replaced the relay to the cooing fan. No help. I tested the radiator cooling fan and it works. Hooked it straight to battery. I believe that the engine heats to a certain degree and the fan does not come on to cool the engine or suck air through the condenser, leaving a small problem of overheating when I get in slow traffic, causing the air conditioner to shut off and not come back on until engine cools off. I have checked the fuses and they are good unless there are some hidden ones. I have a Haynes repair manual that does not cover this toubleshooting question. So. When I pass someone, the a.C. Shuts down for good. Cooling fan never comes on. PLEASE HELP!

You could have a bad coolant temperature sensor which could be giving the ecm false information telling it it is still cool? Quick test you can do is unplug the sensor. If the fan comes on then the circuit should be ok and you know the ecm is comanding the fan on since when you unplug the sensor the ecm will see 5 volts it will think it is overheating bad. Good luck.
