1990 Volvo 760 Repair Question

1990 Volvo 760 Starting after head gasket replacement
Engine Mechanical problem
1990 Volvo 760 4 cyl Two Wheel Drive Automatic 305,00 miles
I replaced my headgasket and car won't start. Timing is right (or close) and I get spark at spark plug wires. I tried to spray starting fluid into the air intake (pretty complicated due to fuel injection so I'm not sure starting fluid is reaching cylinders) but I get no ignition. I would expect at least a backfire, but starter just turns with nothing else. Any ideas?
