1989 Volvo 760 Repair Question

1989 Volvo 760 No brakes after repair
Repiared 1989 Volvo 760 brake system. Not ABS. Replaced pads & master cylinder. After bleeding brakes according to manual stiill had no pressure.
With motor off brakes were hard but no movement. With motor running pedal bottomed out easily but had no feel of pressure. Could problem be with power booster or associated parts.

was the master cylinder bench bleed before it was installed?
