1990 Volvo 740 Repair Question

1990 Volvo 740 4 cyl Two Wheel Drive Automatic 110000 miles
On My 1990 740 I replaced to fuel pump and then started having some problems. I've changed the air temp sensor and the coolant temps sensor. The code that is displayed now is "Cold start valve short circuited or missing. It does not want to accelerate under 2000 RPMs but above that it takes off well.And I've notice that it is getting very poor mileage now
