1986 Volvo 740 Repair Question

1986 Volvo 740 brake rotors won't come off
Trying to change the pads and rotors on my 1986 740 GLE, but the rotors will not come off. I've pounded on them with everything, including a 12-pound sledge. Am I missing something? It almost seems like they are one piece with the hub.
