1990 Volvo 240 Low beams do not work, all other lights work

The low beams on my volvo don't work. Recently got it not too long ago for really cheap, didn't work when I got it, thought it would be no problem. The high beams work just fine, parking lights work just fine, break lights etc, all work. I replaced the headlight relay, it's the big silver box in the engine compartment, and the headlight switch. However, neither of those fixed the problem. The ground connections appear to be both ok. In my Hayne's the headlight relay is listed as a step relay, but apparently there's another relay that it's connected to? Any ideas on what could be wrong?
