Noises problem
2005 Volkswagen TDI 4 cyl Front Wheel Drive Automatic 127000 miles

at idle and while sitting still or barely moving, when I turn the wheel, the engine makes a chattering noise just like if it was really low on power steering fluid. My dealer says they think it is the fly wheel and maybe the the rack and pinion steering, are they trying to rip me off because i'm thinking of trading it in to them?
