1995 jetta no start

i have just bought a1995 jetta with 295,000 km 2litre 5 speed trans.
when i want to start the car nothing happens all the electrical seems to work fine. is there a relay that controls the starter. the starter has already been changed by the previous owner.

Hi,
Was the car running when you bought the car (ie did you drive it home? How long have you been driving the car before it stopped running?) Did you check the timming belt? What have you done (as in checking the spark (plugs cap and rotor))?? Let me know.
