I've replaced a battery and a starter motor, the car is still giving me a problem of not starting. Starter motor doesn't turn, engine ignition lights are ONN.

Do you hear the click of the starter-solenoid? Does the starter "try" to crank the engine, but won't turn it over completely?

These Jettas do REQUIRE a fully-charged, and VERY well-connected, battery!

if your lights on dash are coming on and you turn the key to start make sure you are getting 12v to starter solenoid. if you are and you just replaced it is possible you have a faulty ignition switch. while trying to start, wiggle the key around a little and see if it will crank or you can get it to act up. if so, then replace ignition switch.
