1995 Volkswagen Cabrio ECM blocked?

My check engine light is on. My mechanic says that he cannot get a code because the ecm has "blocked access". What can we do to get into the ecm and get the code?

Hi there,

Make sure that the scanner is compatible with the car, maybe try a VW scanner first, if this is not successful, get the ECU tested for internal faults.
