1987 Volkswagen Cabrio 4 cyl Front Wheel Drive Manual

I have a 1987 VW Cabriolet that won't idle. The car didn't run when I purchased it. It will start now but it will not stay idiling. I have replaced both fuel pumps, the idle control valve, the air condition pump. What else could I check?
