After running a the truck for a while and stopping at a stop sign and getting it going again. It really drags like the breaks are on or something and when going down a hill out of gear it literally and slowly slows its self without breaking.

Is this a 4WD truck?

Raise the front wheels and turn each wheel by hand to see how freely they turn.
Do the same thing for the back wheels. If a brake is dragging you'll be sure to find it this way.

If it is 4Wd and the brakes aren't dragging; remove the front drive shaft and drive the vehicle to see if it now coasts downhill freely. If so, the problem is in the front differential/axle assembly.

Please post the result of your checks/tests.
