Trans wont shift

Found speedo inop, fuses ok and can see the vss has been changed
I feel if the speedo does not work trans will not shift what controls the speedo
1993 gmc van dura 3500 non turbo diesel all wiring seems good I found an electricla box above the battery two connectors go to it one was unplugged
plugged it in and check all pins for straight and signs of corrosion all ok

If the trans won't shift it can be the governor in the transmission. There is a speed sensor and speed senor buffer on your truck the buffer is by the parking brake bracket. It could also be a pcm problem. Have a trans guy take a look at this as it may be internal.
