What controls fluid pressure to second gear? Why would second year slip after replacing clutch packs?

Valve body controls the pressure.

Did you change the seals? Was the piston cracked?

Changed the seals pistons were not cracked. Transmission works great if you can avoid second gear. If you go from park to any gear it engages and goes. If you go from park to second it engages and then slips out? If you go down the road from 1st to third. You wouldn't even know there was an issue. These are same symptoms before rebuild and its the same after
Clutches in 1/2 there was no friction material left at all. Not sure what could be wrong?
