1998 Toyota Tercel alarms/radio out

1998 Toyota Tercel 4 cyl Front Wheel Drive Manual 160K miles
seat belt, headlight alarms are not functioning, radio and clock is out. the radio and clock are on the same 5A fuse as the cig. lighter which is functioning. suspect a relay but have no diagrams...
