1986 Toyota Tarago 4 cyl Two Wheel Drive Automatic

hi we were driving home from work in the hail and rain and pulled over because we couldn't see and we turned the car off and now it wont start it wont crank and it does click in the engine area but just wont crank the lights and everything work we have a new starter motor and battery but still wont work
