1999 Toyota Solara code P0402

I have a 1999 toyota solara v6, check engine light was on, code shows p0402 EGR flow excessive, I had reseted the ECU, but same code comes back about days later. I tested the EGR valve by pushing up the inside diapham while car was running, car shut off, seems to be a good flow EGR valve. Can any professional mechanic give a clue to this problem? Thank you!

Egr valve may have a carbon build up. Remove it and clean it. While it is off check the egr passageways to be sure they are clean as long as you have it off.
This procedure may or may not work.

If it doesn't I would expect the egr valve with the egr sensor is in store on this. Get it from the dealer. The sensors are fairly common.
